Willow charcoal looks kind of like a tiny branch from a tree, except it's completely black (coal colour) and gets really messy and easily breaks lol. Putty rubber is something between a rubber and bluetack, used with pencil, graphite,charcoal etc drawings to rub off lines with. However, I use it for a slightly different purpose. The cotton wool sticks are used to spread the charcoal and work into areas, so yeah basicall smudging.
